COVID Confusion-Which is the Effective Date? April 1 or 2nd?

Q. There seems to be a lot of confusion regarding the effective date of the Emergency Paid Sick Leave and Emergency Leave Acts. I have seen effective dates
of April 1 and April 2. Which one is accurate?

A. President Trump signed the bill into law March 18 to be effective within 15 days from enactment (March 18). This would be April 2, which has commonly
been used as the effective date. However, the Department of Labor has now stated the effective date is April 1, 2020.
